I am directed by Mr. Secretary Chamberlain to transmit to you, herewith, for the information of the Secretary of State for the Colonies, copy of a letter from Sir Robert hotung in which he advises the despatch of a special agent to China for the purpose of ascertaining the aims of the leaders of the Kuomintang and paving the way for a general
settlement.
2. 'Sir Robert Ho tung has been verbally informed that the present moment is not considered a suitable one to send a special agent to China for
the purposes indicated.
